Summary

The Takamis and The Todorokis were two families known for their disagreements over the years, but somehow both of their first children, Touya and Keigo, managed to become very close friends.

Basically quirks aren't really a thing in this AU.
There are a certain few people that have physical differences that are kept a secret and are locked up in hospital wards. Usually these patients are used for experimenting and are all around just not treated very well. Keigo is one of those patients and has a pretty good track record of escaping and getting caught.
But this time he actually got out of the building, but with no where to go he's contented to die out on the streets, at least he's not chained up anymore.
The poor bird, close to freezing and in nothing but plastic shoes and a hospital gown, is found by none other than Dabi/Touya Todoroki. Scarless but covered in tattoos and still the same stubborn ass he's always been, he's determined to take the birdie home.
