Arthur just wants to teach history, however, a certain English teacher (who's actually French!) is making it more difficult to teach his lessons without interruptions. Francis doesn't mean to affect Arthur's classes but once he realises he carries on just to spite him.
Idk I had this idea because of my history teacher being angry at my English teacher, so it's vaguely based on that. I tried to get the school system in America right but I got confused so it might be wrong as I'm not actually American :/ Hope you like. Also Spain x Romano is more of a side one, it appears after the first few chapters.

the world knows about the entities and their avatars, and laws have been installed that read as the following:
- Avatars, beings who channel the powers of the Entities, cannot use their powers on human citizens.
- Avatars, beings who channel the powers of the Entities must get an ID, provided at any hospital or government institution, when they realize they are Avatars and must carry said ID with them everywhere and be able to present it when demanded.If they break either of these laws, even if they didn’t realise they were an avatar, they risk being sent to the Magnus Institute, a facility where staff perform experiments on the prisoners to fully understand how avatars and their entities affect the mortal world.
