The Hive wants as many potential telepaths as possible. Genes play a part, but only one in five with the correct genes will be a borderline telepath and just one in thirty thousand of those with the genes manifest as a true telepath.
Amber's parents have had two children, as level 27 citizens they have no idea that some people have more. With one child being a true telepath and the other a borderline telepath, the Hive sees a reason to convince the couple to have more. The Duty Child Program doesn't want to wait another 4 years, anything could happen and the chance might be lost. Amber's parents are dutiful citizens. Surely the Hive can come up with plausible excuse to get them to have more children sooner.

Kathryn Janeway finds herself on 21st century Earth, and in the middle of a group of 'girls' that refuse to see her as anything but Kathryn (rather than Captain Janeway, for example). One of them, irritatingly irreverent Marie, starts digging and knocking and poking, and somehow, that isn't as bad a thing as Kathryn used to think. Q's veiled hints don't really help, though.
And then, Kathryn finds Marie on Voyager, and things are mightily shaken on the good ship and for her stalwart captain.

One of them, irritatingly irreverent Marie, starts digging and knocking and poking, and somehow, that isn't as bad a thing as Kathryn used to think. Q's veiled hints don't really help, though.
And then, Kathryn finds Marie on Voyager, and things are mightily shaken on the good ship and for her stalwart captain.
I do so love this, one of the few where i actually like a janeway/oc pairing

“I do know you.” Supergirl’s voice is soft and tender, a contrast to the wildfire that blazed in her blue eyes. “And you know me. Look at me, Lena.” Lena complies, locking gazes with Supergirl. “Really look at me.”
Lena notes the pleading tone in the hero’s voice and takes a moment to look deeply into those bold, azure eyes. Even though they’re intense, even though they’re filled with an anger Lena has never seen before, they’re also familiar. Why is that? This kind of familiarity comes with knowing someone intimately.
