His hands are cuffed above his head, attached to some sort of chain that Red had apparently set up whilst Frank was gone. Apparently, Red got multiple pairs of handcuffs since Frank’s ankles have been cuffed together too.

There’s.. snoring coming from them. They’re asleep, or unconscious. Maybe the syringes were sedatives? Their hands are cuffed to a corner of the cage.
They’re adult, male, muscular build. Faint traces of gun oil, coffee and… wait a minute Matt knows that snore.

Summary
After running into Frank while fighting the enemy of the night, Matt notices that something about Frank has changed. Something that would have Frank almost tearing one of the criminals apart with his bare hands if Matt hadn't intervened. As Frank flees, Matt follows him to get to the bottom of the story. After everything that has happened around the world recently, he shouldn't be surprised about what he ends up discovering.
