Since (Y/N) Conrad helped the Monster Royal Guards to recover the Monster Ambassador from a big group of Monster haters known as Cerberus. The only reason the FBI was helping was due to the Ambassador being human.
The Human Governments of the world concluded that Monsters needed something like the FBI or whatever their counterparts are in other countries. They ran it by the Ambassador and the Monster King about the plane to make the Monster Bureau of Investigation. The Monster King and Ambassador were fast at agreeing to this new task force, but they wise it to be a mix of humans and Monsters.

What if Monsters didn't have a soul?
Magic wasn't a thing, goat monsters looked more like goats than humans, walking on all fours and eating whatever they wanted.
Spider Monsters weren't allowed to work in the food industry because of laws, Fire Monsters had to stay away from flammable objects.
Skeleton Monsters were extra fragile, they had to move with others just in case a bone got loose and fell out of place.
Magic wasn't a thing.
