Summary
Two years have passed since the end of the Second Rebellion. While Haymitch has settled into a routine revolving around the kids, geese, alcohol, and literature, Effie tries to rebuild her life in the Capitol following her career’s downfall and sister’s disappearance. She meets an unexpected ally in the person of Tigris, who also happens to be a very successful anonymous poet.
When the new District Twelve mayor organizes a ceremony on Reaping Day following the inauguration of the Hunger Games Memorial, Effie is invited to make a speech… but the mayor’s motivations are not noble.
