When All Might leaves a child in need abandoned on a rooftop, Izuku has a friend there to help him pick himself back up, to believe in him and push him back into his dream - even if his path to heroics shifts, somewhat.
Eraserhead does not expect to be petitioned for an apprenticeship, let alone two. He does not expect to recognize the children before him either.
Nedzu does not expect an early birthday present.Ft. Underground grand-proteges and a whole lot of plotting by those with like minds. U.A. was made for misfits. It's time they show the world that.

“It was a kid,” Yagi gasped out. He had his hand balled up into a fist and the fist pressed to his lips, as if to remind himself that he could not start screaming. “Or. Young person, maybe 20. Homeless, I think. Activated their Quirk on reflex and then ran. The kids—” Here, he pressed his fist harder to his mouth, sucked in a wheezing breath, as if the air itself was pushing down something with physical weight. “The kids—”
“Scattered immediately,” Aizawa finished for him, and Yagi managed a nod.
Yagi’s eyes were so dilated that the blue was almost invisible. He shook violently. He looked like a scarecrow in a windstorm.
Someone activated a Fear-Inducer Quirk so powerful that it reduced All Might to this— of course Aizawa’s class had bolted.

Summary
UA has a rule—no quirkless students. It was added years ago, after much hemming and hawing about safety concerns and lessening blame in the inevitable circumstance of death. There's no real reason to remove it, not as the percentage of quirkless people plummets further and further.
Of course, this rule doesn't actually matter to Izuku, because he's got an analysis quirk.
As far as anyone knows.
The Plan is simple: have a quirk, become a hero, and avoid anyone who could disprove those first two things.
In hindsight, UA isn't a great choice. And that's before the villains.
