Vigilantism is defined as illegal and/or unlicensed quirk use with the intentional goal of rounding up, attacking, or otherwise apprehending criminals or otherwise in a manner emulating the tasks of heroes in an offensive or dangerous manner.
Izuku reread the definition a few times.
It wasn't as though Izuku had never heard of vigilantes. He even had notes on a few interesting ones. He knew illegal quirk use was probably a big factor in it being, well, illegal. He just hadn't realized quirk use was what made somebody a vigilante. It was sort of odd. He expected the definition to be more… inclusive, he supposed. What if somebody just didn't use their quirk? It couldn't apply to mutations unless they had emitter or transformation qualities, right? It couldn't apply to-
It couldn't apply to him.
He couldn't be a vigilante.
They couldn't arrest him for being one.

Summary
