Dabi didn’t do this.
He didn’t care about anyone, he didn’t help people, and he certainly didn’t comfort heroes.
So why was he hesitating?
Why had he even helped at all? He should’ve just left, assumed Hawks wasn’t home, and moved on.
Why? Why did he care? Because he couldn’t deny it now, not when he’d cleaned and patched Hawks up, made him food, and tucked him into bed. Things he’d never done for anyone else, not even his siblings.

Something is wrong with Hawks, that much Dabi can tell. After the hero's breakdown on live TV, Dabi tracks the man to his apartment, unsure of what awaits him.
