The wrong answer is to make an alliance with Atlas's greatest enemy and decide to get up to some real trouble about it, but Velvet's going to do it anyway. It's her rebellion, after all: she gets to make as many bad decisions about it as she likes.
This fic is based off Dishonored by Texan_Red_Rose, and focuses on the events happening in Vale before and during the events of the original AU.
