Then Jason saw the man his father had become. The man Talia wanted to send his brother to for training.He changed his plans. Dusting off an old, secret alias, Jason fled Gotham and never looked back. Neal Caffrey lay low. He had his two kids to keep safe, after all.

Mask's eyes narrowed, and then a devious smile spread across his face. He took Neal by the chin, tilting his head up. Neal's eyes widened, and Peter tensed. This criminal better get his hands off Neal. Now.
“I did not expect you to be so pretty,” Black Mask whispered.
Neal's cheeks turned pink, and he pulled away.
Black Mask laughed. “Or expressive! What else have you been hiding from me?”
Neal rolled his eyes. “That I’ve missed you,” he grumbled.

Jason, undercover as Neal Caffrey, goes undercover to talk to Black Mask, who just so happens to be his boyfriend. Cue the whole mission getting thrown out the window.

Summary
Jason had stopped on his way to Titans Tower and turned around. He didn't go back to Gotham. He decided that it was safer for everyone if the Red Hood disappeared again, and Jason Todd never returned.
He invented a new identity, one with history.
Neal Caffrey.
It was the best cover. Neal was a nonviolent wordsmith, whereas Jason only spoke with violence. Neal never swore, Jason swore like a sailor. Neal hated guns while Jason knew every way to take someone down with a single shot. Neal was an artist, Jason hated art (of course, he did grow to appreciate it as he learned more about it).
Yes, Neal Caffrey was Jason Todd's opposite in every way.
