Summary
With the Winter Soldier's help, Hydra has captured Tony Stark. In the middle of Palladium poisoning, they hold the cure as the leash to get Tony to build weapons for them - weapons for their best Asset.
But Tony is a terrible patient and a worse captive, and he is not going to die down here. And he will maul himself to get out of here, or die trying and take Hydra and the Winter Soldier with him.
OR
A body horror focused worst version of Tony being captured by Hydra while the Winter Soldier is active. The boys will make it out alive, but not whole. Eventual WinterIron romance mainly focused on trauma recovery.

The thing about touch telepathy is this: technically, or at least as far as both Google and SHIELD databases are concerned, touch telepathy doesn’t exist anymore. Key word, anymore. It can’t, not when there hasn’t been a single record of a touch telepath existing in the last two-hundred-and-nineteen years.
Not that Tony has been paying attention, or anything.
Before there was a word for it, people called them “witches” or “psychics” or just plain, “monsters.” By the time the terminology was created to name them as they are, their existence had become taboo. Undesirable, criminal, dangerous.
Historians call them as they are: touch telepaths. People call them legends. Tony just curses his own existence and calls it a day.

Summary
After Steve's and Natasha's information dump, Tony had enough. They were dangerous and didn't show any kind of remorse and didn't think about the consequences for a second.
He had to decide, save the Avenger's reputation or save the lives of the compromised agents. The decision wasn't hard to make.
