Summary
Peace is preached to the population, but mutual injustices are a hurdle too high to simply jump over. Without proper acknowledgement and guidance, polarization continues. The Senju and Uchiha have not merged into the coveted united front. They rarely mingle, self-constricted to their respective compounds. Only obligation will bring an Uchiha into perceived Senju territory. The Senju likewise do not tend to pay visits to the Uchiha.
With Madara occupied and tensions rising, the responsibility of the Uchiha clan's equality is undertaken by Izuna. If the task itself wasn't onerous enough, the only person capable of helping him is the same asshole whose sword met Izuna's organs in the not-so-distant past.

The eldest one who had been taken out of the line of succession for being mentally disabled. He knew he was dispensable to his father but to be thrown away so easily to a life of servitude, his chest ached.

“We will have peace, and by tying Izuna's greatest rival to you, Madara, perhaps the peace will last after all.” Tajima spoke with his eldest son, his actual heir though that knowledge was only known to a select few.
“I understand, Otou-san. You'll have to be the one to tell Izuna though, I doubt he'd be happy that I'm marrying his rival.” Madara frowned, already imagining the full blown tantrum his younger brother would probably throw at having to bring his rival into their family as his elder brother-in-law.

Summary
Tobirama can see Madara's sanity slipping, can feel it in his chakra. The only way he can fix this is by bringing Izuna back, but Hashirama had banned him from using Edo Tensei.
Well, not just Edo Tensei. Hashirama had explicitly banned him from creating life in any way other than using "natural methods".
So perhaps this new plan of his would be bending the rules a bit, but surely Hashirama wouldn't mind if it meant that he could keep his best friend?
Now, he just had to figure out how to get Madara to play his part...
