You entered on the middle floor, where the entertainment and markets were, just above you were the densely packed apartments, and above that was for the upper class. At the very top was the Penthouse, where the archology owner lived. Below the ground usually held any military barracks or manufacturing. Only the poorest of your regular citizen ever trekked into the depths; that honor was reserved for slaves. Avid would know. He'd spent half his life down in one.
The power of the Penthouse was absolute. There were worse kinds of slave.
