When the muggles don't actually eat him the way he fears, Sirius does some investigating and learns more about the world than what his parents taught him. Unfortunately, only one person is willing to listen to his discoveries.

Except she hasn’t eaten anything sufficient for days so all that comes up is bile as she retches and tears stream down her face.
If Finnick saw her like this, she thinks, he would unplug her television and make her sit outside in the cold. Pull her against him and rub at the gooseflesh on her arms like a brother would his younger sister. He’d ruffle her hair maybe, squeeze her shoulder comfortingly. Tell her that it’s going to be okay.
But Finnick isn’t here. No one is.
And so, without anyone to stop her from doing so, Johanna continues watching the Games.

But on Reaping Eve of the 65th Hunger Games, there's an accident. On Reaping Day, there's a dare. Equal parts cocky and compassionate, fourteen-year-old Finnick volunteers against Mags' instructions. Somehow that's all it takes for the system to start breaking down, especially for the most prominent Elite family in Four: the Crestas. Watching from home as a newly minted celebrity demolishes the competition isn't what they'd planned on.
Or: It's all well and good to live in a Career district and know someone will always volunteer. But someone has to be the person who's been told from birth that his highest calling is to be a human sacrifice.

“Excuse me?!” Lily hisses before catching herself—there is no way she’s going to get kicked out of the library for arguing with...with a piece of parchment. She takes a calming breath and looks around. Once she’s sure nobody has heard her, she continues quietly: “what is this?”
You see, the parchment says in dainty script, Mr. Padfoot would like to inform Miss Evans that while most of the esteemed Messrs mentioned previously have absolutely no sense of forethought, he himself (the superior of them) figured that this piece of parchment would somehow make its way into her hands. This is most likely the fault of Mr. Prongs, but that’s neither here nor there.-
