Post-war life wasn't peaceful at all. With Sasuke's standing in the village as a topic of contention amongst the citizens, the village council decided to utilize its last ace card: an arranged civil union between the Uchiha and one of the oldest and most powerful families to cement his loyalty to Konoha. People loved happy distractions, even if it's at the expense of others.
