“So no one but us dragons can enter,” Lan Wangji answers.
He does not tell Wei Ying it is also so that no one but the dragons can leave.

Summary
After 5 years of traveling the world, Madarame and Towa return to Shinkoumi once again. After the downfall of the Takasato-gumi was the catalyst for a revolutionary reform of the city, a new organization took over: the "Manifesto Group". A socialist organization, prioritising the socioeconomic welfare of the citizens and the state.
Unexpectedly, a rumor of a smoke-like entity arose, which apparently caused countless deaths and suffering among families. Alarmed and intrigued, Towa and Madarame decide to investigate the tragic events, uncovering the seemingly impossible. They must tread carefully, or their lives will be on the line.
