Derek isn't how to exactly go about telling Stiles that he wants to see him wearing panties. So instead of using his words like a /normal/ person, he just gives Stiles a pair for Christmas.
To put it in exact terms, he sticks the box with the panties in it to the underside of Stiles' desk. Just, you know. Snuck into the room, taped it there. Called Stiles from afar and mentioned it. Sure. Why not. No foreseeable issues there, at all.

Summary
The Enterprise has encountered many oddities while traveling through space on her five year mission. Some of them were strictly on one planet while others seemed to thrive on many planets. One of the strangest and yet most prolific of these oddities was affectionately dubbed ‘Sex Pollen’ (a very unscientific and unspecific name as said by the Enterprise’s First Officer, Mr. Spock to a smirking Dr.McCoy): a pathogen (coded under the name MDM-Alpha2b) that strips the subject of their inhibitions and induces a euphoric and aphrodisiacal release of serotonin, dopamine, and norepinephrine that ultimately leaves the subject in a libidinous, primal state until sexual release (generally of a penetrative nature) and the release must be with a partner, manual sexual stimulation has so far been unsuccessful. As the infected person is typically severely impaired it is up to their emergency sex pollen contact (not sex buddy, Jim, stop calling them that) to ensure release and gratification.

The first thing that occurs to Tony is that the deflector shields are down. The ship is motionless, a sitting duck—a flying duck, as it were.
He jettisons up. His black pirate flag's peppered with bits of neon paint—in fact, the entire topside of the helicarrier is splattered haphazardly with broken pellets and streaks of color. The UN flag's been torn in half and is fluttering half-mast, which means they're probably breaking about ten different maritime laws.

Summary
So far, college has taught Stiles three things:
1) Eight am classes are cruel and unusual and should be avoided at all costs, even if it means having to enroll in something truly hideous instead, like Econ 101.
2) Dorm security is just as tight as Stiles’ orientation leader had promised it would be, and the dude guarding Scott’s dorm in particular does not respond well to bribes.
3) Mrs. McCall clearly had no clue what she was talking about when she’d insisted that Scott and Stiles needed to branch out and room with strangers, so it’s all her fault that Scott ended up with a total dick of a roommate and Stiles got stuck all the way across campus with some guy who has a girlfriend two towns over and is thus never around.
Or, the one where pledge brothers Stiles and Scott start a prank war with Derek Hale's fraternity.
