Tim may or may not be a stalker. He hasn't quite decided yet. Like, yes, he stalks Jason Todd... but Jason Todd is dead...
Maybe Informant was a better word for him.
Without Jason around to photograph, he didn't have many options left. Yet, if there was anything ever true about Tim Drake, it was his need to insert himself in Batman's life, even if that meant forcing Batman to Batman.
And if Batman wanted him to get intel on Red Hood, then he supposed he would... No one said anything about not dating him too...
(Or, Informant Tim x Red Hood Jason where they start dating before Tim knows it's Jason and then stuff happens that moves plot.)

“I’ll be back before sunrise,” Katsuki promised. “You won’t even notice I’m gone. I’ll kiss you the second I’m back and we’ll go out. Pancakes. Syrup.
That weird fruit compote you like. The works.”“You promise?”
The question came out barely audible, like he was saying it more to the air than to Katsuki himself.
Katsuki leaned down and kissed the corner of his mouth, slow and lingering. “I promise, baby.”
Izuku’s lips curled faintly, but his hold didn’t loosen.
With another soft groan—more at the unfairness of having a clingy boyfriend and a damn sense of responsibility—Katsuki very gently, very reluctantly
peeled Izuku’s arms off his waist, kissing each hand as he moved them.“Brute,” Izuku mumbled.
Katsuki laughed under his breath. “You’ll thank me when I bring back mochi pancakes.”
“You’re still a brute.”
---------------or Katsuki has to get up in the middle of the night to deal with a vilian attack and Izuku's grumpy, a few weeks later and the tables have turned.

It’s a paper coffee cup, like the kind you might get at a gas station.
Jason shoves it in Tim’s general direction, and Tim reaches out to grab it like it’s an actual lifeline.
“Here,” Jason snaps. “Hurry the fuck up, replacement, we haven’t got all day.”Or- this started out as "five times Jason brought Tim coffee," and slowly morphed into "eight times that acts of service was Jason and Tim's love language"
