Summary
When The Commission realizes there's no way they can truly control the hero Hawks, they bench Keigo indefinitely, deciding it's better to keep him on ice rather than risk losing him forever. Even if there's no hope for him, there's still hope for his quirk, and they're willing to do anything to make sure they have control over it.
But this is a delicate case, and that deserves special treatment. That's where Enji Todoroki comes in, tasked with breaking Keigo however he sees fit. If the Commission only need the unique abilities of his feathers, not his wings, and then why not just make sure their bird is too heavy to get off the ground in the first place?
