    So when he walks into the council chamber and see with his eyes Inumaki 'mad dog' Kishibe and his infamous nephew, he prepares accordingly.
    Inevitably at some point of the discussion, he dramatically rolls his eyes behind his white bandages.
    Here it comes. The boring speech about obedience, legacy, loyalty and whatnot.
    But Kishibe doesn't do that.
    Instead, he ignores the elders and turns to Toge.

    Admin4 wasn't exactly known as the brightest admin, really. They do a lot of questionable things. But this really took the cake.
