“I never said you needed protecting,” he said, more firmly now. “I worry. That’s different.”
Her jaw tightened. “Is it?”
Bob’s eyes blazed for a moment, stepping closer. Yelena had to crane her head up to look at him, her arms folded defensively over her chest. She could feel the heat radiating off of him. He was very close.
“I’m starting to think that you want a reason to fight with me,” Bob said after a quiet moment.
She wanted to say something - anything - but the words were jammed in her throat. And now, looking at him, she suddenly didn’t know how to explain herself. Not to this version of Bob, the one who stood taller now, steadier, more confident, who flew into hurricanes like it was nothing. After months of training and super hero-ing, he was stronger, clearer, sure of himself.
And she… wasn’t.
Bob didn’t press. He just stood there in silence, rain-drenched, patient, watching her with gentle, steady eyes. The glow in them had dimmed, fading slowly back to brown, like the storm inside him was calming too.
Finally, she said, quieter, “I don’t want to fight with you.”
“I don’t want to fight with you either.” His voice was soft and sad.

Summary
He wasn't there at the start, is the thing. He wasn't there when they all banded together to get out of Valentina's vault, when Bob sacrificed himself for them, where their bond was forged. So it makes sense that Bob's different with him than with the rest of them. That he's subdued, reticent. Which, much to his own surprise, stings. He doesn't want to be on the outside, not this time.
(aka. Bucky and Bob get to know each other through a series of interactions and one memorable Valentina scheme)

Suddenly he’s staring down at them, realizing Sawyer’s hand is on Kate’s thigh and her fingers are dangerously close to his crotch and he thinks he might understand what’s going on but maybe he’s completely misread the situation, maybe he’s crazy, maybe he’s already died and gone to hell— or maybe heaven, because Sawyer smirks up at him and says “I think you know damn well what kind of proposition we’re holding up here” and desire pools in Jack’s belly that he’d never realized he’d been holding in for so long.
