   Summary

A war for turf has taken over gotham city as the Joker has taken over Scarecrow's hideout. All rogues have their own plans for finally defeating the Batman and claiming the city for themselves.

The Riddler offers Scarecrow with an unlikely team up that results in the both of them having to compromise for the other. With breakouts from Arkham and planned takeovers together, they work through their own issues and grow in power together.

This is based on a mix of verisons of these characters from games and comics. It will also take some ideas from headcanons but this is a fanfic, not a canon comic so expect some differences to their personality so i can explain why these sillies would want to kiss each other.
