These are the voiceovers of Circe/Diluc! Some voicelines have alternatives because in the universe where the Traveler exists, they learn about Circe in Inazuma after they meet Diluc. In turn, Diluc’s relationship with the Traveler shifts as consequence. But why was Diluc there? You’ll soon find out :)

(Initial Meeting):
Diluc, of Mondstadt. If you have time to spare, we can mull over your troubles over tea. I’m sure a listening ear is always appreciated.
(Pre-Circe):

You’ve probably been told that the Fatui are despicable and sinister, and in some cases I can’t disagree. But in my opinion, the majority are only looking for a way to survive in the bitter cold. (sigh) Unfortunately… one rotten apple spoils the bunch.

The other harbingers? Fools, the lot of them. Frankly, I’m surprised the Eleventh hasn’t tripped on his own feet and give himself a concussion when he’s getting out of bed.

When the nights are too long, I look no farther than the horizon among the snow. Chances are a hardheaded airhead got himself into one fight too many, and I’ll find myself trying to keep blood from dripping onto my carpet soon enough.

I heard of her, when I was still a child. The supposed descendant from the Lawrence clan who will “regain their glory.” Then… she joined the knights. So, in the simplest terms possible, she’s thrown herself out of one hellhole to stick her head into another. Should I offer my condolences? I’m not certain.

Tartaglia’s been a harbinger for longer than I have, so I’d expected him to have some semblance of knowledge for the position. Unfortunately, he is no less oblivious than the green recruits at times.
Signora (Post-Circe)
My mother is a vicious individual. As her child, she expected only the best from me, but allowed me my own freedom of choice. That’s something my father never allowed – at times I crack up at the irony of a harbinger being a better parent than one of the three heads of the noble clans in Mondstadt. The bar is low, but I find myself missing her all the same.
