Dear Dr. Boucher:
Thank you for the update on the condition of Mr Jones. I was disappointed to hear that the medicament procedures have not been working, along with everything else.
In speaking to President Kennedy, he had brought up a procedure he had seen done on his similarly unstable sister some two decades ago, and suggested I mention the option of lobotomy to you. If you should see it fit, that it should help with Mr Jones’ agitation and other distasteful impulses, I urge you to proceed. As always, I trust your judgement, as does the President.
I also receieved your notice about the change in listed primary contact. Even so, my previous words still stand.

Dear Mr. Rusk:
I am pleased to notify you of the success of Mr. Jones’ most recent treatment. We proceeded with the transorbital leucotomy last December, to which he responded positively. None of the aforementioned symptoms of his distemper have rearisen since the operation. He was collected by Mr. Matthew Williams, primary contact, in the evening hours of Feb. 18, and I am confident that there will be no further issues should he return to your department after the recommended recovery period.

Mr. Rusk:
I wanted to inform you in advance of my incoming return to the State Department, expected likely mid next week. I have spoken to President Johnson first, who you know already is aware of the reason for my leaving, and he has approved my return after assurance of my recovery from my brother, who I have been in the care of since my release from the Byberry facility in February 1963. I ask that if you have any questions or concerns that you direct them toward the President as this is his informed decision.
I hope you and the others in the department will use this time to prepare for my arrival in whichever ways might be necessary. My work will proceed business as usual.
