Tim was at Titan's Tower, hoping to work on some cases. It didn't matter that he hadn't slept in a bit. Sure, hallucinations came, but that was normal at this point. This is why he didn't blink at a copy of Jason and two 7-year-old kids standing in the Tower when he got there. However, them yelling at him and trying to kidnap him was not a normal hallucination or not.
