"What about the accidental villains?" Hela asked.
"Are there such things as accidental villains?"
Hela chuckled, "Of course there are, Stepmother."
Frigga didn't try to understand what an accidental villain was, but she assured her stepdaughter that yes, even accidental villains could get a redemption arc.

Summary
The truth was that no one had taught Thor how to be a King.
Well, technically they had, but he hadn't been paying any attention. The information had been half absorbed, half disposed to make room for fighting techniques and adventures, and now that he was close to being the rightful king of Asgard he didn't know what to do.
So of course, he went for advice from the two people he knew would help him.
