Mace needs someone who step out of line and strand out from the crowd to take Skywalker before Yoda agrees to give him to Kenobi.
Promise or not, Kenobi is not suited.
He only knows one Jedi for that, and it was Her. He still found it extremely stupid for a woman of her age to be nicknamed "Dark Woman", but hey... even Mace could recognise her rare skills. She had to be capable of it, right?
He should have known it could not be that simple.
