没有丧尸没有BOW，生化是常规意义上的生化不会让人变成怪物，保护伞势力到处渗透虽然不会造出丧尸但是会死人。是一个普普通通却逐渐走向完犊子的世界背景。一年一度的大清除计划非常有效地降低了犯罪率，甚至能在一定程度上控制人口，上层阶级的资源和财力总有办法确保真正被清除掉的人不是他们。积极影响在清除计划开始执行的第一年就开始显现，街道上再也看不到流浪汉，警察也不需要再为一些打架斗殴的小事浪费精力，一切矛盾都会在清除日到来之前潜伏，在清除日过后以一方冰冷的尸体画上句点。在秩序与文明抛弃了大多数人后，再抛弃良知就比想象中容易许多，道德成了最可有可无的品质。里昂·肯尼迪作为在清除日计划开始之前就被招募过的一流维和组织特工，原本应该欣然接受自己的新工作，成为政府雇佣军中的一员，在自己的工作范围里加上“清除日当天制造更多的死亡”这项新内容。但与此相反他果断地拒绝了该提议，并离开DSO隐居在边境的小镇里。随着时间的推移，大清除计划正在逐渐失控，人民情绪的过分高涨使一年一次的狂欢无法满足所有人的需求，社会开始失序，意外死亡和失踪都被常态化，这与政府最开始的理念背道而驰，为此一个原本只出现在各大生化战场上的作战部队——BSAA被紧急调回国内，接替原本属于政府佣兵的工作，镇压无时无刻都在暴动的群众。
