The Second World Blaze has left the whole world reeling, and Lio is determined to keep the Burnish safe in the rebuilding. There are a million things to do and he isn’t sure how to begin to sort them out. None of this is his skill set, but his people need these things and he'll find some way to provide them.
And with all that going on, Galo knows that now isn't a good time for the world's number one firefighting idiot to put more things on his plate. He'll have time later.

It's been five years since the Second Great World Blaze, and some are taking it better than others. Former Burnish all over are either thriving or falling apart, there is no in between. Gueira's health isn't the greatest, Meis is but a shell, and Lio can't take it anymore. They've got to find something to help, and the universe's number one firefighter isn't going to let them do it alone.

Again, Galo catches on to it, like this isn't entirely new for him. Yet Galo can't imagine Lio like that. Not burning with purpose and saying 'fuck the government'. Not being an overall bad ass to the point of it making undecided preferences flicker like a bulb on the fritz. And definitely not ignoring the laws of the city to give out foreign snacks.
(Or Galo strongly disproves of Lio's unhealthy way of dealing with everything that's going on and he's waiting for a breakdown. Lio swears he's coping until he realises he isn't).
