Re-integrating Isle residents into Auradonian society is a lovely idea, but it's much harder to implement than it is to say.
Picks up a bit before the end of Descendants 3 and imagines a slightly more realistic version of how the end of that movie should have gone down, because Audrey is evil and some villains really need to stay on the Isle.

Jay meets Mal several minutes after midnight when he’s trying to creep back into his father’s store {normally, he wouldn’t bother, he’d just find a corner somewhere and curl up, but it’s the middle of winter and the perpetual clouds over the Isle of the Lost look darker, which means snow, or sleet, or some other horrible thing}. She’s painting, and her hands are stained with still-wet paint. His eyes briefly roam over the wall, and he smirks.

Summary
Well, technically, everyone has a soulmate, but only the kids on the Isle of the Lost knew who theirs were. The rule said that you couldn't harm your soulmate, but no kid on Auradon ever tried to harm anyone else.
Some of the heroes knew {Belle and the Beast, for one, Lee Shang and Fa Mulan for another - although he had thought his soulmate to be Ping, at first, he hadn't really minded, either way}. But their kids would live without soulmates, and they didn't mind too terribly. No one needed that negativity in their life.

She knew that she and her lovers would pay the price for daring to assume that they might be welcome in Auradon {they should have stayed in bed like she’d suggested. They could be eating strawberries and cuddling and pretending that their remaining safe, and in Auradon, wasn’t dependant on Mal dating the love-spelled prince}.
