☆☆Tom was left at the beginning of the apocalypse when he met his sister. They attempted to survive for as long as they could when Sam walked into the city and found them she took them in and has taken care of them for 5 years not including the time alone they have been thriving. Then while Tommy is scavenging someone spots him and tells his mom and stuff happens☆☆Or
Tom survives the apocalypse with new mom and stumbles into his past fam.

The particles around him accelerate as he turns around. Looking up to see Wilbur sprinting full speed towards him causes Tommy to choke on the sob trying to worm it’s way out knowing he almost did that earlier this evening. There’s a chance this night might break him, but right now? Right now he’s watching his older brother run toward him, and he pretends like Wil’s coming to take Tommy home.
Sidestepping behind a wall Tommy whispers, “Bye, Wilby.”
And when Wilbur turns the corner?
No one is there.
...
Or: Tommy's cursed to travel through time, meeting new friends and family, before being forcibly ripped away from them every time. He just didn't realize that those people are as weird as he is, and love him very very much.
Or, Or: Tommy's a time traveler who somehow keeps befriending different immortals who are desperate to get their friend, brother, and son back.

"We have to leave," Wilbur pulled at Tommy's hand. "We have to leave now." Tommy didn't budge.
"What's going to happen to us?" He whispered, staring at at the pale light on the pavement.
Wilbur couldn't answer. They couldn't go back to the group home, they would give them new placements, separate them, and then Wilbur would never see Tommy again. They couldn't go back home, Wilbur still heard the screaming from the open window.
"We'll figure something out, I promise."
Or: Wilbur and Tommy run away from another foster home. Techno and Phil are roommates who just so happen to catch them stealing from their trash.

Tommy is a hired killer. He is a professional at his job, priding himself on never having a single complaint from any of his clients and constantly being considered the best at what he does. He could make anyone disappear for a price, that is until he finds himself over his own brother’s bed with a knife in his hands.
“Tommy?” Wilbur said groggily. “What are you doing here?”
The blond stared at his now awake brother, sliding his knife into his back pocket. “Wilbur! What a nice home, you’ve got here”
“What time is it?”
Looking at Wilbur’s alarm clock, Tommy answers with an embarrassed smile. “Around 4 in the morning”
“What?!” Wilbur flung up from his bed.
“So, Wilbur,” Tommy started, grabbing a bloody notepad from his pocket. “Do you have enemies that’d want you dead?”
