Summary
Izuku has heard whispers of The Dealer before. A mysterious figure rumored to be the one running the criminal world of Japan from the shadows. Someone with the power to give and take quirks. Depending on where those rumors stem from, The Dealer is considered something different. To Heroes, and the average citizen, The Dealer is a monster. To those with villainous quirks, or mutations, he is a broker. To the quirkless, he may as well have been a saint. Of course, this was all a myth.
At least it was. Then Izuku sees something himself, something that can be explained by anything else, and suddenly those myths hold real weight.
For all that The Dealer is a villain, as far as criminal overlords go, all one needs to do is look at Italy, and Egypt to see just how reasonable Japan’s shadow leader is. Maybe, just maybe, if he can cut a deal, the number of lives a truly useful quirk could let him save would be worth it…
Izuku was never a betting person. But excluding his own quirklessness, he did have a fair bit of luck. Perhaps it was time to push it.

Summary
The barely holding Kree and Skrull alliance needs the scientific advancements of Krypton to rebuild. Krypton needs the military protection of the largest empire in space to save them from the consequences of a policy of isolationism. A marriage alliance between Houses within each faction to ensure the treaty is respected is needed. Nobody really knows what to expect with the historic lack of relationship between the Alliance and Krypton. But the Dominators are arriving, and there's no time to delay.
