When Miles learns Julian and Garak have been seeing each other in secret he goes to Garak to discuss his relationship with his best friend. It does not go as Garak anticipated.

“I know we don’t really talk ever, so I’ll try and make this as quick as I can. Julian explained to me that whatever you and him have going on is supposed to be a secret, because it’s new, I guess.” O’Brien shrugged. “Doesn’t really matter to me why, but you can trust me not to go gossiping to everyone about it, if that’s a concern.” He said, and Garak had no reason to doubt him on that promise, “Just that he clued me in because I could tell something was up, so it’s not like he was blabbing about it. Anyway – I just wanted to let you know – y’know – he’s my best friend, so I understand how he can be – and, well, you can talk to me, if you need to.”“I beg your pardon?” Garak rapid fire blinked, as he quickly rerouted the response he had fully expected to give about ‘promising not to hurt’ Dr. Bashir, and such. As it was he had to rewind Chief O’Brien’s entire monologue in his mind and replay it in an attempt to make sense out of it, because it was so completely beyond the scope of anything he expected the man to ever say to him.

Furthermore, Garak's comrade-in-arms from the Cardassian Rebellion, Kira Nerys, is seeking to define a correct path for the tumultuous planet of Bajor. Ezri Dax, conversely, is struggling with her role in the Federation. The O'Briens are the two people suffering the least, and let me be the first to say, good for them.
Features an absolutely staggering amount of politicking, as well as periodic descriptions of alien ecology. Definitely a ensemble fic. You liked Martok, I hope?
