While Tony tried to get out from under the shadow of Captain America to impress his father with some new invention. But ever since his father started to work on Project Rebirth around the ‘37 he stopped paying attention to Tony altogether. Granted that Howard didn't even pay attention to him before that, but then? Howard didn't even show up to his son’s college graduation prior to Project Rebirth.
So yeah, he knows a lot about Steve Rogers and the stupid Project.
