Summary
With all these different types of people sharing and living in the same space, it's not unreasonable to say that Ghost City was filled to the brim with every kind of chaos one could possibly dream of, and it would not be unreasonable to say that most human and heavenly visitors didn't necessarily go there for fun, but as a last resort. In most cases, such statements would be absolutely true.
There are exceptions to this rule, however, and one such exception stood at the towering red entrance threshold—neither ghost, heavenly official, nor human, and wearing the most conspicuous shades of teal and gold.
Or
Luka's overpowered self-insert OC decides to mess around in Ghost City a few years before canon and ends up getting tangled in shenanigans for a bit, all while annoying everyone into being friends with him.
