A series of vignettes, where no context is attached, nothing really happens and no one says the collocation status quo (ante bellum), but it is heavily implied.
Alternatively: small things here and there piling up until it looks perfectly reasonable from within the situation for a pro-Destro villain (a CorpSec in civies), a teacher from UA, a handler on HSPC payroll and an anti-quirk yakuza to have nights out on monthly basis (purely to gossip and talk trivia, of course, nothing insidious), or for a Pro-Heroine to watch how a perfectly respectable director recruits a teenage villainess out of spite towards her own employer and decide it is someone else's problem, or for the whole country to lose the consciousness of a three-hundred years old cryptid.
