Summary
Shepard had always intended to surrender the SR-2 to the Alliance after she defeated the Collectors; it was the right thing, and the only way she knew to make up for working with Cerberus. She wanted a chance to explain herself, fully, to Anderson and Hackett, to the Council, to the service she'd given her life for. To Kaidan. After destroying the Bahak system, surrendering for questioning is the only way she could possibly begin to atone for the things she'd had to do.
When Military Police jump the gun and take matters into their own hands, Shepard is left questioning the Alliance's methods, and her own place in the greater political machinations of humanity. -

He had pieced together everything she hadn’t actually said out loud. Rook had been a bit smitten since he had first moved into the Lighthouse, and she hadn’t been very subtle about it either. It was a very clear conclusion: he didn’t believe that she would put herself first and he was going to have to do it for her.

Loss is never easy. But neither is being Commander Shepard. She knew leadership would be hard, but never this damn cold.
