Memories of the Phantom Thieves have long passed in the public consciousness, sparsely remembered only by that generation who look back as apart of a bygone time of thier youths.
In this new, ever-changing world, society's shadow continues to corrupt and stagnate this progress. It's destructive, unstable nature growing in the deepest recess of the collective unconscious, festering new groups and individuals who seek to benefit thier agendas to enact thier own twisted form of righteous justice. However, as self-destructive and vile the shadow self can be, so too is the heart's ability for growth, altruism, and self-forgiveness.
It's with this hope that our new heroes' stories begin...

Summary
Akira Kurusu is a convicted outlaw on the run, attempting to find those responsible for his crime in the shadows. After years of futile searching, he comes across Makoto Niijima - a local samurai who persistently strives to fill in the role of the warrior that her father gave his life for. Their paths intertwine under a common enemy, and amidst a growing civil war in the regions, the two attempt to uncover a interwoven plot of deceit and betrayal.
Through each step in the journey, they come across familiar and unfamiliar faces, and continue to build the growing myth of the phantoms that walk the lands.

Summary
6 Years after the events of Persona 5, Ren thought he had put his thievery behind him. However, it's hard to reliably fight corruption when your opponent is pulling every dirty trick out of the book, even using what might be the Metaverse despite its apparent disappearance years before. And with their adversary attempting to ruin their lives one by one, Ren and co have no choice but to fight fire with fire.
Donning his infamous mantle again, Ren, his friends, and confidants set out to fight the corruption in the best way they know how: by becoming (or assisting, or in some cases, even joining!) the Phantom Thieves once more in a high-stakes game of cat and mouse that may hold much more than what originally meets the eye. They don't have the Metaverse to cover their tracks this time. If they're caught, it's over.
