On paper, the Hero Commission's plan to investigate Midoriya Izuku under the guise of a training course for combating mental quirks is solid; foolproof, even. If Midoriya turns out to be innocent, they can pass everything off as part of the training exercise, assuming he remembered any of it. Otherwise, they could beg forgiveness after the traitor was securely imprisoned in Tartarus.
The paper plan failed to take into account the feral ghosts living in Midoriya Izuku's head, or his equally feral living friends.
Time to bring on the chaos.

Todoroki Shouto was explosively reminded that he wanted to be a hero for himself and not to spite his father. Now he just isn’t sure what type of hero he wants to be. He definitely doesn’t want to be a hero like his father but trying to be like All Might doesn’t seem right either.

The fic where Izuku and Shouto separately decide to go into underground heroics. Hitoshi isn't sure what to think about the two with perfect limelight quirks going underground. Aizawa learns there might be a lot more to his students than he expected but is determined to make proper heroes out of them.

Definition: Illegal Quirk Usage against villains for the purpose of unlicensed Hero Work
Such a small detail, a single word: Quirk. For years the bane of his existence and now his silver lining. Because sure Izuku had been doing unlicensed heor work chasing Kacchan into a warzone but a Quirk? Izuku wishes.
Izuku is expelled from UA after chasing Kacchan into Kamino ward he’s no hero in training just a liability with too many infractions on his record so they let him go. Inko afraid of what her son might get into finally uses the vast sums of money her husband sends to homeschool Izuku.
Turns out Izuku’s father sends alot more money than Inko could ever know what to with. Enough money that she doesn’t notice when Izuku starts pulling more and more money to fund his vigilante escapades at night when she goes to work.As Izuku gains more skill as a Vigilante he gains a reputation. Online, at UA, and amongst Villains.
This draws the attention of one Shouta Aizawa.
