This isn’t the first time he’s been in the bunker with just Sam and Dean, but last time there was room for improvement. It hadn’t at all seemed likely at first that he’d be able to show Dean he could be worthwhile, but there was at least scope for it, and in the end it had come true, at least temporarily. Now, he’s already pulled out all the stops within his ability – nearly died over and over – he has nothing more to give Dean.
And for all the unfathomability of his powers now, they don’t reach the one place that matters.
After he gets Chuck's powers, Jack decides to go back to the bunker rather than trying to rule heaven alone. He's not having a good time. -

The hug lasted a long while, Jack enjoying the relief he felt at being with someone familiar. Billie and her reapers were fine company to stave off the loneliness, but they weren’t home. And he was glad it was Cas who’d saved him, even if he really couldn’t feel anything beyond that simple relief with his soul gone. He wondered what this moment would feel like if he weren’t so broken.

Here is what remains of Dean Winchester’s life: one brother (still living), one hundred fifty-seven thousand nine hundred and ninety-eight empty beer bottles, an unappreciated collection of cassette tapes, a pile of flannels that would very nearly outlive the existence of the species God called humanity, forty-two cents, seventy-three dollars, a car that will remain unused until after the passing of Sam Winchester where it will be then melted down into scrap metal, a weathered headstone, an already fading reputation, and a many-times folded square of a menu for the only restaurant in Lebanon that Dean had never attended but thought frequently of visiting with someone he loved very deeply.
