Summary
As the Hero Public Safety Commission President, Hawks implements an experimental rehabilitative program for villains called "P.A.L": the Program for Amending Lawlessness. Villains that qualify are sponsored by heroes who work to help them turn their lives around.
Best Jeanist, No.1 Pro Hero with only lung No. 1, doesn't initially volunteer for the program because of his medical leave after the war. Until Hawks reaches out to him, insisting that one of their candidates could use Jeanist's very specific type of guidance. The Paranormal Liberation Front's co-commander of the Violet Regiment, Geten, who makes Bakugo look polite and makes Shigaraki appear downright saccharine.
