Midoriya Inko, that’s who. To be fair, she was desperate. He husband was the number one villain All for One. She couldn’t let him influence her baby boy, even if he loved them.
Curse Dabi for a fool! He was in no way capable of taking care of a baby! But what was he doing? Taking care of a baby like the dumb ass he is.
