When the Guys in White learn that ghosts have cores, they decide to study them to find out if they can use them to control the ghosts they're tied to. But choosing Phantom as a test subject has disastrous results when they fail to account for a few small details.
1. Ghosts generally react badly to people trying to mess with their cores.
2. New ghosts are far more changeable than old ones.
