Summary
The War of the Two Kingdoms reaches a truce. The Luthor dynasty occupies the throne of the Kingdom of Laindon, while the House of El rules over the mythical lands of Krypton. For the first time in decades, a pact bears the seal of both houses. A possible path towards lasting peace is finally open, but the price to pay for such an agreement is not the same for everyone.

Summary
Lena has to master two skills before becoming hell’s ruler: resolve conflicts over who should go to hell, and assign different levels of hell.
To learn those skills, she starts attending meetings between her mother (current ruler of hell Lillian) and the current ruler of heaven (Cat). She begins to hate those meetings because the two rulers rarely agree and generally leave unhappy, only to repeat the cycle each time.
However, everything changes when Cat starts to bring her own heir to those meetings. Specifically, Kara becomes the first person to show Lena affection and talk with her about what heaven is like, so the heir of hell becomes determined to do three new things.
