Summary
Danny knew he should never have set a single toe into Gotham’s city limits. But then again, how was he supposed to know that by Gotham’s logic every ghost that crossed her border became, uh, ‘hers’? And how was he supposed to know that she was extremely possessive of ‘her’ dead?
Well, unfortunately for him, he found out the moment his school field trip tried to fly back to Illinois and he was shunted out of the plane by an invisible wall of force.
So here he was a month later with no progress on how to bribe the city into letting him go. What made things even worse was he now had to also deal with both Gotham’s Living and Dead following him wherever he went.

It didn’t always stay. Sometimes, it would disappear for days before reappearing, often times when Jason hadn’t even donned the Red Hood helmet. Most vigilantes would have been alarmed by that, but he’d found that the ghosts didn’t really give a damn about secret identities. Why would you when you’re dead?
Soon, Jason got used to the familiar cold breath at his shoulder and the hum as it popped and fizzled into being.
The ghost was also curious, buzzing vague thoughts and emotions that Jason was getting better and better at deciphering. It buzzed that same question as before, but by now it had taken on a new meaning. Not a question, but an affirmation.

Phantom doesn't remember much, just that Jason feels safe, and safety is hard to come by.
