So suppose Jack, instead of the Police, went into the Church. He'd need a good reason, of course. Ghosts are a good one. He chooses to exercise his considerable powers of authority over the dead, instead of the living. Phryne has a good reason too, since she's still on the hunt for her sister, unsure if she's alive or dead. The rest of the universe has adjusted accordingly.
