in a world where people with superpowers have emerged, the government establishes the hero-villain alliance, where people with superpowers are specially chosen and assigned the role of hero or villain and tasked with choreographing controlled ‘battles’ where the heroes always win in order to boost public acceptance of superpowered people and raise government approval ratings.
for the astro team, the hero-villain alliance is an up and coming concept. there are hero schools dedicated to learning the art of being a superhero. it's truly all fun and games when the world first starts to come to terms with the concept of superpowers.
however, despite the hero-villain alliance’s best efforts, as the years pass, violence against those with superpowers started to escalate, resulting in the emergence of an underground organization of superpowered people the government promptly labeled rogues. as years pass, the hero-villain alliance becomes a powerful tool in the bureaucracy, and the novelty of it starts to morph into something worse. something sinister.

Aizawa starts walking towards the exit, obviously expecting Shouto to follow him, but Shouto's feet are frozen in place. His eyes flicker from the distorted reflection of himself in the ice to where All Might is giving him a long look, eyes kinder than anything Todoroki has ever been deserving of, and he feels sick.
“Todoroki-kun,” Midoriya says gently, squeezing his arm in what Shouto presumes is meant to be a reassuring gesture. “It’s going to be okay.”
He doesn’t think Midoriya is in any place to tell him what okay is, all things considered, but he chooses to keep quiet on the matter.
