"Every so often, enforcers would grab a protester and pull them bodily over the barricade, punching and yelling as they dragged the unfortunate into their watchtower. Viktor knew what took place in there: the sound of punches audible over his conversation to be let across. Viktor sat and waited. There wasn’t much to do. Either Jayce would come or he wouldn’t. Either Viktor would return topside or he couldn’t. Either violence would break out or it wouldn’t."
