Summary
Phil had had a certain image in his head when the police had knocked on his door informing him that a shapeshifter had been caught living as a dog in the local park and that said shapeshifter had recently used Phil's 14-year-old son's visage for purposes unknown. Yet, upon going to confront this shapeshift, instead of what he'd expected, he found a terrified 7-year-old racoon hybrid. When Phil was told they were struggling to find someone to foster him after all of the stunts he'd pulled, there was really only one thing Phil could do.
Tommy is not particularly enthused to be fostered by the man whose son's face he'd stolen. Foster families were bad enough without already having a reason to hate him and without a lock on his powers. There was no kind reason Phil would want him in his custody. He just needs to figure out what type of bad it will be.
(Yes, I'm writing a story with the same basic premise once again. Yes, I am doing so in a genre that is oversaturated on this site. No, I will not apologize.)

something I half-baked, with that trope where Tommy is forced to follow Villain SBI around to see Phil by his own instincts.
or:
Tommy doesn't really understand how or why this is happening. However, it is a fact that he is literally not mentally capable of staying away from the one person he should NOT be near. Will his instincts lead to an untimely death, or a new family?
The answer is kind of obvious, because Tommy is too smart and too much of a big man to die. Let's just hope no one else dies in the process as well.

Summary
Mythical creatures were heavily favored everywhere in the world. It was near impossible for humans to work anywhere that didn’t only pay minimum wage and wasn’t a dead-end job.
Some humans, those who couldn’t get jobs at all, had the option to sell themselves into a multitude of cruel and heavily illegal markets. Businesses that would drain a human of most of their blood in order to feed vampires, let demons experiment with their magic on them, have shapeshifters practice shifting by taking their form, or would have werewolves hunt them down for sport.
Even if all of those horrible practices and businesses were outlawed, it didn’t stop them from existing.
Basically, it was hard for humans to survive anymore.
Tommy was human, but nobody knew. Not a single soul knew that he was human and it was a secret that Tommy was sure he’d attempt to take to his grave.

Or, Tommy is a human living in a world where only mythical creatures can succeed.
When Tommy is fostered by a new family, one mistake leads to his biggest secret being revealed and his hidden humanity accidentally taken from him. Found family and healing quickly begin in the aftermath.Series

Summary
Uncle Phil stands in front of Tommy with an awkward smile plastered to his face. His hair is longer than Tommy remembers, pulled back in a short ponytail. There is several days worth of stubble covering his chin, and his eyes look tired. Not the sort of tired that someone acquires from days without sleep, but a deeper tiredness. A weariness of the soul.
Phil is wearing green scrubs as if he'd come to pick up Tommy directly after work. He drops Tommy's luggage down at his side before taking a good look at the boy.
Phil looks Tommy up and down like adults often do when they haven't seen a kid for years. His uncle recycles the same cheesy line everyone uses, “Wow, you've gotten so big, Toms. You're almost as tall as me.”
The old nickname sounds strange coming out of his uncle's mouth. The name belongs to a different time, a different decade. Using it now just feels… contrived.
OR
Tommy is sent to live with his relatives over summer break while his mom goes through rehab.
